I am directed by the First Commissioner of His
Majesty's Works, etc., to transmit for the information of
the Lords Commissioners of H.M. Treasury copy of a telegram
from the Governor of Hong Kong to the Secretary of State for
the Colonies relative to the proposed erection of a building
to accommodate cadets in the Yamen at Canton, which has been forwarded to this Department by the Colonial Office.
2. The Yamen at Canton consists of two enclosures
of about 4 acres each, the outer being a deer park and the
inner containing residences and gardens in the Chinese
style, and was apparently lent for official purposes during
the British occupation in 1860. Since 1861 H.H. Government
has paid rent for the Yamen which, up to about 1883, contained
the Consul's residence, now, it is understood, occupied as
bachelors' quarters by Straits Settlements Cadets.
3. The observations of the Board's Architect in China
have been received in a telegram, copy of which is enclosed.
4. The Board desire to endorse the opinions expressed
therein, but see no reason why an endeavour should not be
made to obtain an economic rent.

5 The views of the Secretary of State for Foreign-
Affairs are being sought by letter of even date and subject
to there being no objection to the proposal from the Foreign
Office point of view I have to request that you will be good
enough to move Their Lordships to convey to this Department
their early sanction to the proposed sub-lease in order that
instructions
